The core talents in any case are:
Blade Barrier
(2/3) Bladed Armor
Improved Blood Tap
Scarlet Fever
Bone Shield
Toughness
Abomination’s Might(if no one else in the raid has this buff) /Blood Parasite
Improved Blood Presence
Rune Tap
Will of the Necropolis
Vampiric Blood
Improved Death Strike
Crimson Scourge
Dancing Rune Weapon
Glyphs:
Prime:
1. Heart Strike - 30% more damage? Yes please!
2. Rune Strike - 10% more crit on the best Threat skill available.
3. Death Strike or Death and Decay – Depending on situation.
Major:
1. Pestilence - +5 Yard Range.
2. Blood Boil - +50% Range.
3. Dancing Rune Weapon - +50% Threat as long as DRW is active.
Minor:
There are several really interesting Glyphs here, like Death Grip, which resets the CD if the mob is immune to it. I haven’t tested this, but it should mean that you can taunt bosses with it, without any CD. If that’s true then this one is a must-have.
Other than that, you should Glyph as you like. I’ll probably go for Blood Tap and Horn of Winter.

My personal suggestion is to start with DS (gives good initial treat + blood shield) followed by diseases, (RS whenever active) other than that juggle between DS and HS.
